I only get to the splash screen. It shows Wasteland 2 Directors Cut and the spinning Sheriff's badge. The badge stops spinning after a few moments and then whatever key I press it crashes with the "WL2.EXE has stopped working". I have intel i3 3.2ghz 6gb ram intel HD2000 video.
The original ran fine.

Try adding -force-d3d9 to the game shortcut as per these instructions: http://www.gog.com/forum/wasteland_series/so_how_do_you_go_into_dx9_mode_if_you_have_a_gog_copy_of_the_game

That's odd. I just launched to see if I had the same issue and no, I didn't.
So, I doubt it's a Windows 10 issue.

It is a graphics card issue. I believe the Directors Cut tries to launch the game in DirectX 11 mode, something that my old computer and the original poster's laptop can not do.
