So is the only difference between the 2 is the Deluxe edition includes the four novellas and a copy of The Bard's Tale?
I believe so.
I received wasteland, wasteland 2, digital artbook, music, wallpapers, and manuals with the Classic Edition. So, I think that the books and bards tale are the extras that come with the deluxe edition.

Yes, and the Deluxe version is the only version DRM free. Which is why I paid full price for that privilege. Happily.
Wait. What? GOG is selling the Classic edition with DRM? WTF?

No need to worry: the Standard edition is DRM-free, so I assume every one is.

He says the darndest things. He is probably mixing up information about kickstarter pledge levels and vague information about boxed editions to conjure up this fantasy.

I may say the darndest things, but this was written before I saw that GoG is also selling the normal version.

It's an internet forum, the thing was just released and I was too busy playing the game than checking whether or not GoG had added the normal version.

Anyway, correct answer is yes OP, you're correct. /thread
