Why is there a "bundle" where you can buy Wasteland 1 and Wasteland 2: Digital Deluxe Edition? Since Wasteland 1 already comes bundled in with WL2:DDE (or the digital classic edition, for that matter) for free? Is GOG just trying to see how many people they can sucker into buying the bundle thinking it's a better deal?

As far as I know, this is GOG's first foray into multiple editions of the same game. From a database stand-point, I can definitely see where an error could occur if a exception was not set up (the "Complete the bundle" feature is probably running a query to check against 1) if other games are flagged as being in the series 2) if member information shows a flag for ownership of a game). It is, in all likelihood, an oversight and not a "tryn'a take mah monies and violate m'rights" scenario.
