Obviously this is on XGP but I got an email offer for the Colorado Collection for 17 dollars. I'm just wondering if the devs have kept this up to date with other platforms?

That will depend on your method of installing.
I've installed it using the offline installer (version j224-1.6.9.420.309496_(64bit)_(50972)) which is the latest version of the offline installer. According to the InXile website that's the latest version.
However Galaxy tries to update it afterwards with quite a massive update which I broke off after a few GB.

Did you run all DLC installers before running Galaxy? Could be that Galaxy was catching up with those.

I had all DLC installed when it tried to update. The offline installers are of the latest version according to the version information in Galaxy.
