I can't find Head Crusher to give him the Visa. I know I'm in Scott's bar.

He's supposed to be sitting at the table in the lower-right corner (SE). To give him the visa, while in the chair use the visa on yourself (spacebar) NOT on the table.

IIRC your whole party can just move onto the chair (unlike the chair at the bar, where you have to disband one person to sit on it).
