Reason I ask is, if I had DosBox on a iOS or Android device, can I run this version (not the original Dos version) with extras and soundtrack?

Customized DOSBox-integrated SDL wrapper (I think), however...

Yes, whatever Dosbox it needs is embedded in the Wasteland executable, and the installer does not install dosbox as a separate entity. If you can figure out how to get it to work under regular dosbox, then my hat is off to you!

I'll just stick to playing the original original classic on my phone :)

Perhaps when I'm on a computer I'll play the updated version. Are save games compatible between the two?

It doesn't touch the saves at all... actually it hardly touches the game. The modified dosbox uses some clever tricks reading the pixels from the output to determine when / what to overlay. These overlays and the music can be disabled so I'm not sure what there is left to gain from using an unmodified dosbox.

Yeah and it makes the game crash everytime you die, that's stupid crap...
