I can´t seem to load any of my custom portraits even though they are the correct file type and dimensions, instead I get red interrogation marks. Is this because my Windows username contains non-English characters? Is there a way to change the portrait location or a workaround?

More likely you're not using the right compression. File type may look right but that is only an extension. I have not explored this myself so I don't know the exact settings you need to use.
I doubt it's your username, since the game does seem to find the pictures (as indicated by your red interrogation marks).

Like Sufyan said, it's most likely a compression problem. Perhaps you can upload your pictures so someone else can take a look at them?

They had a problem during the beta if you had non standard English characters in your username. They were supposed to have fixed it but people in the Steam forums are still complaining about it.

This was most likely the case, since I switched to a new account with standard english characters and now they work flawlessly.
