I see it too, exploring potential fixes.

I also opened a ticket with support to see if there is anything else.
Will keep this updated as things go on.

We haven't had this problem on our machines, so I think it might be either your GPU settings or a lot of stuff running in the background. I know that tends to slow things down :P

It's not, I have checked my settings, checked my background running processes, everything checks out, upon deleting the ddraw.dll file in the install directory the animation stutter/freezing issue disappeared so its something to do with how that file is configured.

I have the same issue. Strange thing is, I have only problems with the gog-version. My boxed version bought in the '90s runs smooth on Windows 7. Just changing compatibility settings .
i can confirm that the cd-rom version works just fine. also i found out that by removing the ddraw.dll from the game folder the colours get a bit messy in the cutscenes, but the ingame stuttering is gone.

Sir, you are my personal hero and made my weekend! Thanks for this tip! I renamed/deleted the ddraw.dll and now I'm able to play the game in windowed mode with dxwnd and now the game runs smooth. No stuttering anymore.

With dxwnd you can play the game in fullscreen resolution, too.

With dxwnd you can play the game in fullscreen resolution, too.
I was experimenting with DXWND, it also comes with a profile for war wind 1 and 2, but was hesitant to post it as people can become weary of using exterior programs.
Moving ddraw.dll didn't fix the problem for me. Just made the cutscenes not play and the game crash as soon as I move the mouse during gameplay. Boo.

Don't move it, rename it temporarily.

That worked for the stuttering, but the cutscenes still don't play when I do this.

Maybe because in the game options "Play Videos" is set to fullscreen. Had this problem today, game crashed with dxwnd. After I set it off, game runs without any problems.

This worked for me! And the only thing that has messed up colors is the SSI intro at the very beginning, all the actual cutscenes are normal!
