Most certainly.

If you wish to hack the Admin Account you must have the following.

Connection HUD Analysis
Monitor Bypass v5.0
Proxy Bypass v5.0
Password Breaker
Decypher v3.0
Log Deleter v4.0
Voice Analyser - loaded with a voice print of the Administrator of the Company Bank you wish to hack.
It helps to set up an account at the bank you are trying to hack so that whatever logs you have to erase are within reach. Keep in mind that not only do you have to erase the logs at InterNIC but all of the logs at the bank that show money going from the compromised account into your account.

If you are hurting for money, you can use the disablers. Only problem is that with this approach you will probably find yourself disconnecting after running the decypher and voice analyser and reconnecting to break the password if you are trying to gain admin access.
Whatever you do, do make sure you're ready with all the things needed to hack the admin (software, voice recording, etc) before logging into an account and transferring, especially if you're transferring directly to your uplink account. As it's a direct link, it doesn't take the bank long at all to find you, and both times that happened to me (once just now) my account was terminated, so I'm guessing there's either a massive fine or they just get your account deleted.

It's easier if you transfer into an account at the same bank you're ripping off as Judas said, as you can do everything faster that way. The thing to watch isn't the bank admin access logs, it's the account statements. You have to delete both transfer statements (one in each account) within a minute or you'll get disavowed. After the statements have been deleted, you can hurry to InterNIC and delete your routing log, and you should be in the clear then. You can then transfer the money into your Uplink bank account normally. There's a very good bank hacking guide on Gamefaqs, too, if you're still having trouble.

You'll know you did it right if you get an email from Uplink about 5 minutes later saying your rating increased several notches. Bank hacking gives a ridiculous boost to your rating, and it's practically the only way to hit rank 1 before the outbreak.
Aah, that makes sense. What tool do you need to delete the statements? A log deleter, file deleter, or something else?

Also, can you transfer money from your own account in another bank to your uplink one without trouble? I always seem to be stopped by the proxy unless I disable it, which is...a bit weird.

You need a log deleter to delete the statement entries. I seem to recall being able to make a transfer to my account, but it's been a while since I have played, so I could be wrong.
You'll have to disable the proxy if you've hacked in. If you just login with your credentials to the bank, you should be able to transfer to your uplink account without a problem
Messing around with the statements on any account always requires you to bypass/disable the proxy, even if it's your own account.

If you're doing transfers out of accounts that you own, you don't have to do any hacking of any kind; you don't even have to bounce the connection. This is considered normal banking and isn't suspicious, regardless of the target of the transfers.

If you're doing transfers out of accounts you don't own, you'll have to bypass/disable the proxy, even if you already know the account number and password.


Side note: Occasionally you'll have a "esteemed colleague wants to make a donation" mission that will look normal, but the donation is into one of YOUR accounts. (They appear to be randomly determined. These missions are kinda weird anyway, often they'll have a 15000c payment for a 2000c transfer.) Be very careful with those missions. If the target account is one of yours, make sure to do the extra bank hacking steps or you'll get disavowed. Just reply to the email the instant the transfer is completed, before you delete anything. Once you get a completion response, HURRY.
