Not sure if it's the voice pack that I installed or something that went wrong with the install. After the initial install the audio all around seemed to be pretty good but once I started a Multiplayer Game with the Bots the audio had a lot of static. I decided to try some of the voice packs that I have and after the install it also was a lot of static. I am running this on Windows 7 64bit and the brand is emachines. Not sure if that has anything to do with it either. The other GOG games that I own don't have a problem on this PC also.
Had same issue, tryed to start as admin, works everytime now :)

I have the same setup Windows 7 Ultimate x64 bit and the voices and other sounds all static. Already tried the Run as Admin thing and Windows compatibility, neither worked for me. I found it has something to do with the GOG wrapper for instance the shortcut on my desktop points to "C:\GOG Games\Unreal Tournament GOTY\" GOGUT",,,,, when I deleted that shortcut and created a new one pointing directly to the "Unreal Tournament . exe " file located on my pc here "C:\GOG Games\Unreal Tournament GOTY\System" . Now UT GOTYE sounds and plays perfect. I also am using the latest update (non official) to bring the game to version 451b, here is the link utpg . org

I had the same problem, tried making a new shortcut but that didn't work for some reason, however starting the .exe directly solved the problem. Not ideal but it works.
The best fix i found is open UnrealTournament.ini in System folder find the lines:

[Galaxy.GalaxyAudioSubsystem]
UseDirectSound=True

And set this parameter to "False"'

I had the same problem a long time ago using the disc version and this is what worked for me.
