what s the purpouse? Game doesnt feature achievements, nor galaxy-exclusive multiplayer. But this library is there and its static dependency.

From the Galaxy.int file in the same directory ->
"Galaxy 3D Audio for Windows"
It's a sound subsystem for the Unreal engine.
