Is there some trick to finding one of these? I have the blue tassel, but I'm low on food and money and can't seem to find one.

No trick. You just have to wait for the random monster generator of the game to create one where you can get it. Keep killing the land monsters and buying and/or stealing food until one appears. Sometimes this takes a while and there is a maximum number of monsters any one time zone will allow.

No ships will be generated in the "first" time zone where Minax dwells until some of the monsters already there are killed (no small task since the first ones are powerful), and in the "aftermath" time zone it's possible that ships will spawn where they can't get to you (and if the maximum spawns are on the other continents you're out of luck - it happened to me once...).
Thanks. I finally found a frigate and set sail... only to have my blue tassel stolen by another thief, which I only realised after I disembarked and found I couldn't get back on my frigate. Grrr, this game is infuriating.

You could always do what I did and skip this one. After getting to the end of a grindtastic journey (in which I never once set foot in a dungeon or tower due to the way my fully maxed out character regularly got their butt kicked in them on the first few floors) and crashing multiple times trying to land the damn shuttle, I got to the end only to find that my ring had been stolen. At that point, I ragequit and simply watched the ending on youtube, feeling fully validated in my choice to not try to slog my way through a game in which I had long since ceased having fun.
I think I'm gonna do that, yeah. Ultima I was goofy but fun, Ultima II feels like a chore.

I have a little question as well. After upgrading my stats for the first time at San Antonio (using Time gates starting from 1423 A.D. on North America), I was wondering if I could still find a frigate at 1990 A.D. or if there was a way back at 1423 A.D. using the time gates. I don't want to become stuck.

Sorry for the long delay. You can get a "wild" frigate in any time era. And there are two ports where you can steal one.

And if you can't get a frigate in Aftermath, there's an airport in 1990 New San Antonio. Steal a plane. You can move them into and through a time gate as long as you can park next to it...
