Why aren't there currently any attempts to remake these two games? We got remakes of Ultima 4-6 and modification of the engine used by Ultima 7, and these games were already good. Ultima 8 & 9 are very poor compared to the rest of the series, so I would have thought the fans would jump onto remaking them into much better games. There were projects trying to do this, but all of them ended up falling part. In theory, someone skilled with the Aurora Engine (skills which I personally don't have) can easily remake these games based on the design documents. Are there any projects that I am not aware of? Is EA using their power to prevent any attempts?

Nine does not need a 'remake'. Ideally it would replaced with a completely different game.

Remember Ultima IX Redemption, that was supposed to replace the original game entirely. I think it's its own individual project now. I guess I'll just have to do with the dialogue patch, at least that's something.
