As stated in thread title - I have Tropico 2 problem on Windows 10 WITH DDraw set to SoftwareDevice=1.
I can start it when the value is 0, but cannot play, and I cannot even start the game with safe mode/softwaredevice set to 1.
Compatibility mode to XP makes the game crash as well.
Help? Please.

Download dgVoodoo2 and configure it by these instructions.
