the error message excludes directx9, but I just gonna ask anyway :P ;)
Directplay?

That were the two most common ones.

The error message itself would point to visual-studio, which as far as I can remember was never part of the requirements, but maybe you are missing one of the microsoft visual C++ redistributables? (I have 2005/2008/2010/2012/2013/2015 installed)

There are also two possible solutions mentioned here:

Go to <path-to-game>.
Open Tropico2.ini
Find the line containing SoftwareDevice=0.
Change the line you found to read SoftwareDevice=1.
Save and close the file.
