Ahh right. My bad. I just recently returned to Windows as my main OS so I have to recall certain idiosyncrasies that occur in the different versions :D.

Just checking back here... I'm on Window Xp SP3, NVidia video card.
I'm not sure why people is recommending updating video driver or directx9...
If you look at TAG .exe game, it says made with "Mutlimedia Fusion".. that's an old game-creator software, so it should run fine with old video cards and at DirectX9 or less (and I don't even think it runs on DirectX either)

@Kitchingham I know a few people have that bug and I'm currently not sure why it's happening. I can't recreate it on my machines :( Sorry

Well, as my investigations shown, game needs to be DX-accelerated, otherwise it not works. :) There could be not much effects, but they are here.

Right click TAG-> Click Properties -> Add "-DIB" at the end of target(has to be capitalized).
-DIB = Turns off both DirectX and Use VRAM options.
EDIT: the game shows me complete white screen(no flashing this time, though...), right after going out of grandma's house. sigh...

Your description and the .gif are just the same as I have seen on my screen.
With DX enabled, yes, I am able to see the outside scene behind the annoying white flashing screen, too.
It might be related to some kind of latency thing or 9600GT's driver.
As a super long shot, to put "/usepmtimer" in boot.ini might work.

If everyone could write down his/her PC spec, it could narrow down what the cause is, I guess.
