I'm unable to start Toca 3 on my Windows 7 system. When I try to start it I get an error "The application was unable to start correctly (0xc000007b)". I've already tried reinstalling, running the game as administrator and compatibility modes but nothing seems to help.
My system is:
Windows 7 RC 64-bit
AMD Phenom II X3 720
4GB of RAM
ATI HD4770

This file should be automatically installed when running the DirectX End-User Runtime Web Installer and confirming the installation of the optional compatibility components (although it won't put it in the System folder--that is no longer used on 64-bit which is why it is empty). Doing it this way is preferable because it installs many other compatibility files and also keeps them updated (the one manually placed in System probably won't be updated by the Web Installer, even if a newer version of the file becomes available). Try running that and installing the optional components; this file should then show up in the System32 and SysWOW64 directories. Next, delete the file copied to System to see if the game runs fine without it (which it surely will because of how file redirection works).

I'm always leery of getting DLL's from an "unofficial" source. With some direction from Peter in GOG support I found archival DirectX files here:

(need to use IE, and need to have "Genuine Advantage" authentication)
That will download "directx_nov2008_redist.exe". It in turn unpacks into over 100 files (AFAICT an extended version history of DX), including a bunch of CAB archives. Open Aug2005_d3dx9_27_x86 (the 32bit v27 version), and copy d3dx9_27.dll to the TOCA 3 folder (the one containing rd3.exe). This finally got the game to run on Vista 64bit for me.
I suspect that dll-files.com is probably kosher, but part of the reason I use GOG is to avoid trojan-like DRMs. Given that my other PCs are running Linux, I'm sympathetic to the suggestion that files from microsoft.com are themselves viral, but at least you can be moderately confident that they'll be as "untainted" as DirectX was designed to be.

I may be mistaken, but I think for a 32-bit OS you need to put the file into system32, not system. You should also run the DirectX End-User Runtime Web Installer (if you haven't already) to ensure you have the latest compatibility fixes.
If you are still using the beta (7000) rather than the Release Candidate (7100) you should back up your data and do a clean install (not an upgrade install) to ensure maximum stability and compatibility. If you did an upgrade install to get to your current version, consider doing a clean install instead. Upgrade installs work well between released versions of Windows but can cause some serious issues on beta/RC versions.
EDIT: you could also try disabling/quitting your security software during installation. Some security programs can interfere with certain installation processes for various reasons, and in the case of games this can lead to the game not working.

Hi,I've just installed Windows 7 (not clean install) i've just tried running TDR3 and it stop's at the protection window. It says "Application installed successfully. Reboot the computer to complete the installation." i had to look for a starforce driver when i installed 'vista' now it's not working at all.i have used the starforce removal tool but with still no success at running the game.
Will i have to do a clean install of TDR3???

Well i did a clean install of TDR3,when i try to run the game it stops at the protection window saying about restarting the comp,i did all that but still the game will not start.has anyone found a patch for the starforce protection for windows 7.
