Grayef: Yes it is. I just edited my previous post.
Solution: I had to install the game in another directory. And to whitelist the TQ.exe as well.

Titan Quest Anniversary Edition just needs the Microsoft Visual C++ 2012 runtime to work, which is the one that contains msvcp110.dll that the error spews out when the game is launched on Windows 10 fresh install.
Here is a direct link to the installer, get both the x86 and x64 version and install both so they're there for other games/programs also:

It doesn't hurt to install the VC2005/2008 or other year releases either, but Titan Quest Anniversary Edition itself doesn't use those, it uses VC2012. Just helped a friend sort this out on a fresh Win10 installation and it works like a champ after installing VC2012 and rebooting.

Yes installed the x86 version and it now works.
