I'm on level 3 of the game, and the screen will not scroll so I cannot see other parts of the level. When I move the mouse to the edge of the screen, nothing happens. Using the arrow keys doesn't work either. Everything else seems to be working fine, but I can't play the game when I can only see a small part of the hospital.

Are you playing in fullscreen or windowed mode? In my experience this game does not work in fullscreen. Press ALT + ENTER to switch between full n windowed. You can change the resolution by altering the CONF file however i have found if the game is installed in your programs folder (I'm running win 7) it wont let you save changes so make sure you install into a different folder. I have the same issue on the same level... Windowed mode doesn't change anything

I had the same issue, I solved it by:

1) Clicked on the button that lists all your employees
2) Selected an arbitrary doctor
3) There is a small square on the lower left of the screen that shows that doctor in "action"
4) Clicked on that square, this exits the employees list and centers the game on the selected doctor
5) Somehow, now scrolling around the hospital works again
