Today a storm destroyed the hard drive I had installed on my PC. Obviously, I went out and bought a new one and re-installed my OS yadda yadda... re-installed GOG Games and the Witcher 3, and none of my saves appear to be here. Perhaps it was a little foolhardy of me to assume they'd been saved in some type of cloud, but are my saves just gone? That's it? Have to start all over?

Part of DRM free means no online backup, because it would require DRM to phone home.

Where are you up to roughly? You could ask a kind soul to send you a save to resume from.
Or enjoy the game again :)

You lost your data, mate. No way to get it back.

i have something that might make restarting less extreme, a level 7 save game in white orchard with a simulated save so you can still make all the world state choices. You might like it, its over here

I had just gotten on the boat to Skellige! If anyone has such a save... that would be cool... :3
