I aim to start the game so Grandmaster Diagrams would be level 100. Wat lvl do I need to start NG+ for dat?

The NG+ mode raises all suggested quest levels by 30, so it's good to have at least 30 level before starting it. However if you finished the game with all expansions you should have a much higher level. In this case NG+ won't be much of a challenge.

Thats not wat I asking. I wonder wat level should I be so grandmaster diagrams would require level 100.
Another question - if I would start NG+ at level 100 would mobs and gear go beyond 100+ level as I've heared or they fixed that and all maxed at 100?

You can't start NG+ at level 100, if was possible this mean to start NG++(not possible), in my last playthrough on NG+, I was at level 100 long before I cleared all the POI, the highest level enemy was at 105, but was very easy to fight with them. As per you first question, not sure, but I don't think it is easy to hit 100 for level diagram, the max of level before you start NG+, for me, was 54(all POI done), if you add 30 at that, don't think you can pinpoint that 100 level on diagram.

Why so? I can use several methods to hit 60+ before new games. Just like farming monster nests with leaving 1 item inside

Yeah, I don't used "scale enemy with level" option, so if the enemy it is too lower in level, you will get 1xp, so, yes, you can farm the levels with enough time and patience...

There's actually a mod that makes this possible called 'New Game Plus Plus': https://www.nexusmods.com/witcher3/mods/2292
I haven't tried it, so I can't tell you anything about it that's not on that page.
