I have a brand new gaming computer that has more than enough spec (32g ram, etc) to run the game. However, when I play it, it has serious lag and the controls seem to not work. This is a new development as before I could play the game with no problem. Any help would be much appreciated!

You could provide more specs of your new rig.

Is it a whole new pc build or have you just upgrades some components, like cpu/gpu/ ect.

Did you do a new install of your OS?

Did you do a new install of TW3 or just pluged the drive that TW3 was installed on to your new pc and tryed to run ?

Did you try "verify/repair" on TW3 installation?

"(32gram, etc)" isnt much info to start with for anyone that will try to help you.

(edit:typos but propably not all)

Like SNaKeYGR said, that is not enough info.

It's a brand new build.
I have an Intel i7-8700K 3.7GHz 6 Core Processor.
Asus - ROG STRIX Z370 Gaming ATX LGA1151 Motherboard
Corsair Vengeance 32GB DDR4-3200 Memory
Western Digital - Blue 2TB 3.5" 5400RPM internal hard drive.
MSI - GeForce GTX 1060 6GB Gaming X Video Card
Microsoft - Windows 10 Home 32/64-bit

OS is up to date.

I have not done a reinstall of the game but I did do the verify and repair of TW3.

What graphics drivers are you using? The newer ones can cause problems with the Witcher 3 (and can have lower performance on Pascal graphics cards). For GTX 1060 I suggest drivers from the 399 series. Disable GOG game overlay if you're using GOG Galaxy. You can also try to disable vsync as well and check if it's any better without it.
I can confirm Witcher 3 works fine with my 1060 6gb and FX-8320 chip, along with 16gb of ddr3.

It's most likely a video driver issue, your driver is either too old or too new. The newest one seems to have issues with certain games, but if you install the 411.70 drivers with "Clean installation" enabled, you shouldn't have any problems.

I'm running 411.70 and Witcher 3 plays fine for me. If anything, the graphics card runs better now than it did last time I fired the game up, about 6 months ago, when the graphics card's fans would get pretty loud.

Good luck and keep us posted. Like I said, I'm fairly confident it's a driver issue.

I tried playing it on 399 series and 411.70 and I'm still having the same problem.

Did you try the rest of my suggestions? You can turn off the game overlay in the GOG Galaxy settings. As for vsync, it's in the game options.

Are you using a wireless keyboard and mouse? If so, you might consider updating or reinstalling its drivers. Also make sure that the receiver is properly connected to your PC. Try different USB ports.

One more thing. Did you format your drive and reinstall Windows after you switched to new hardware? Probably you won't like this, but every major hardware change (especially if it includes motherboard and processor) should be followed with a fresh OS install. If not, many problems can occur. This might be the case.

I am using a wired mouse and keyboard. Should I still try using a different USB?

I didn't change any of the hardware. It's a brand new rig built from the ground up.

Should I try an OS reinstall?

It's just so weird that it's doing this. I had been playing it before with no problems.

Nope, no point in this if you're using wired mouse and keyboard.

It can help, but that's the last resort, especially considering the fact that you have a brand new system installed. Did you try to lower your graphics settings? Remember to turn off Nvidia Hairworks. Check if it's any better on minimum settings.

Also before you attempt to reinstall your Windows, it might be a good idea to contact GOG or CDPR support:

https://support.gog.com/hc/en-us
https://en.cdprojektred.com/contact-support/.

Describe the problem precisely and everything you've tried to resolve it. Maybe they'll figure out something and you'll avoid the reinstall.

I did another reinstall of the game and turned off hair works and it's working much better now. Thank you! You've been a really awesome person for all the advice. I really appreciate it. :)

Thanks, enjoy the game! :)
the most demanding settings are hairworks, shadows and foliage visibility range. if you make sacrifices in certain areas, you can enable other areas. for example, shadows don't change much between settings, so i put that on low. foliage visibility, i think "high" is a good match for performance and visual. this gives me a gap to enable hairworks on high, all, antialiase 2x. this is overall quite good. if you want to have shadows on high (which doesn't do much visually), then you would need to turn something lower. such as hairworks.
