If it's the one I'm thinking it is - where there are 2 smiths in a small area off the main corridor? The one you try to talk to is only available at odd times - just meditate for an hour in front of him and try again. Repeat.

I can confirm this.

Save your game, reload and he will talk. It's a bug.

This works, I did it also. Same with few other vendors (like Alchemists near Novigrad sometimes)...

When he's not there or doesn't want to talk, I just meditate for a couple of hours and everything fixes.

Thanx, I did that - he was sitting and smoking, so I waited until he get up to do his work. But it didn't help. Now I will try to meditate for 1 hour and try different time of day. I hope this works (I have already done all other missions except the bugged werewolf and in that other case i think it's a copy of the behavior of the werewolf from the Freya's garden so they should release a patch already, so it's my last mission and off I go :)
