So I originally played through the game back in July and it was extremely rare for me to encounter any form of bug. I actually cannot rightly recall any that effected me. I just started playing again on New Game Plus and am making some progress, however, I am encountering several chests that are unlootable, some that even show the option to loot which quickly disappears. Currently, I am standing next to a "Guarded Treasure" chest that is located between "Lindenvale" and "Downwarren" if you were to pretty much draw a line from one to the next, it would be the closest to Lindenvale. It is giving me no option to loot the chest at all. Anyone else experiencing this issue? Thanks in advance.
The only glitch I had with chests, was that sometimes I could select loot on a chest, but the dialog window showed no content. It was empty.
The Witcher 3 suffers with a glitch that some other games suffer, that is one of inability to interact with items and npcs -- it's not TW3 exclusive. The normal workaround is to save the game and reload. The most common occurrence for me, that I can reliably replicate, is that of the blacksmith at Kaer Trolde, but there are others too. Try saving and reloading.
As far as stuff like the blacksmith is concerned, meditating is another workaround.

Yeah, I have tried saving, then exiting the game and reloading it. Doesn't work for me. :( The only one's I'm concerned about are the chests that matter such as the "Guarded Treasure Chests" throughout the world. I'm concerned about it possibly effecting a Witcher gear chest, luckily I've not had that happen yet though.

Yeah, I imagine this is an actual trait built into the game, as they will only speak to you whenever they are not busy, and it's stationed around certain in-game hours, almost an Open to Close time sort of deal.

That's not what I meant. There are situations where they should be open but aren't. There are some merchants that sometimes stand around at daytime and can't be activated. If you meditate for an hour, they are accessible again. I don't think this is intentional.

No it isn't. In particular, the blacksmith at Kaer Trolde can be hard at work, hammering away, and you have a quest dialog to complete with him about his dead relative, and his dialog circle is there but nothing happens when you interact with it. If you save and reload, the dialog proceeds as normal. This is a common bug in many games, TW3 included, and has nothing to do with availability.

I have encountered the same thing.

Every time I go there to sell my loot, I have to meditate before he is available. 99% of other merchants in the game don't work like that.
