Okay, here's the deal. My old SSD was running out of space, so I cut the Witcher 3 files out and transferred them to a new one. Everything seems to be in order EXCEPT the launcher, so I don't know how to start my game.

Open the folder where the Witcher is installed (..\The Witcher 3 Wild Hunt\bin\x64\) then right click on the file 'witcher3.exe', then select 'Send to desktop >> Create shortcut'. You may place that shortcut (or launcher) wherever you wish.

I looked there earlier, but I can't find any bin\x64\\. It seems that entire folder path was lost. I still have DLC, setup, and 'content' folders, but no bin. Normally I'd think I lost everything and should just reinstall, but I feel like I ought to be able to download the bin again and get off okay.

No. If you don't have those folders your installation is broken beyond repair. Uninstall the game, re-download and re-install the game from scratch.
