When I start New Game + does my storage stay the same with all the stuff I collected from previous gameplay (swords, armor, runes, glyphs)? And I mean STORAGE not EQUIPMENT

Yes, except for some story related stuff and quest items. You will need to re-find your Witcher gear, for example.

I'm assuming the New Game+ level scaling is still broken and CdProjekt decides they don't give a shit? I have the GotY so I don't know if they ever patched the normal version, but I guess I have to try some mods to fix this.
I bought Witcher 1 before release date and played it god knows how many times, same for Witcher 2.
Bought Witcher 3 ahead of time but then the fun started. Due to circumstances beyond my control I kept starting the game but then lost all progress through having to re-install the OS. This has resulted in 75 hours played but only 14% completed.
So, along comes Cloud saves and I started the game yet again.
I got to 'Family Matters' and parts of the quest just disappeared when I got close to the object I needed to open. A trunk would be showing press E to open and then it disappeared when I got close. Spent ages trying to get this to work but even deleting saves didn't work as 'Cloud' ignored that.
So, I deleted all saves and started again. This time the arm in the well of that quest, the small box I had to find for the traveller had disappeared and the clothes on the hangers in the Imperial Palace just disappeared as I got close to them.

What alarm bells? What on Earth has CD Projekt Red, the makers of The Witcher series, got to do with cloud saves? Cloud saves are the domain of game clients, in this case Galaxy, and CDP has nothing to do with Galaxy.
So, Hickory, I assume that the only comment you can make is about Cloud Saves and so ignore anything constructive to say about my main post . . . but, hey, that's sorta the norm for forum life.

As it is you are showing no breadth of thought and no imagination . . . tight little confines tend to limit possibilities.
With many, many years under my belt of this computing malarkey 4533 rep could be seen as a forum camper and as such comments for the sake of them tend to block out comments which might be constructive. . . or maybe you just don't know any better.

As it is I was right about the inefficiency of the Cloud saving facility and used my extensive knowledge of all things computer to resolve the problem.
For the record, I'm well aware of how the system works so didn't require an online idiot to point out the obvious.

However, throwing out a line to yank your crank was just toooooooooo tempting.
