I'm currently Lvl 68 and I have done the main story and done new game +, also the expansion my question is can I play through new game + again at lvl 68 and continue through to lvling higher ??

Sadly, no. Apparently there's also a level cap at lvl 70, so no going beyond that anyway. But, yeah, would have been cool to have a new game++ ;)
