I can`t seem to get GOG galaxy to recognize the folder that my witcher 3 is in, and so I can`t download the launcher and play the game, any help ?

I can't help with getting galaxy to work since i don't use it.
And this could be your solution too: Just download everything manually from this website and install it.

I had to go into the folder proporties and uncheck "read only".
