My system is a 4770K, 16GB and a 1080 Ti (Just upgraded from a 780) and decided to try out Witcher 3 and I get 115-130 fps but a perfectly timed hitch every second... Any way to fix it?

Here is a video I made, it's easier to show than explain.

I turned off the overlay and even tried to limit the framerate to 60fps in the game and turn on vsync, nothing helped.

That's a classic symptom of VSync where your game is not matching the set FPS. Turn off Vsync, both in your video card control panel and in-game. If you use Vsync because of tearing, check your video card control panel for adaptive Vsync.

Other things to keep in mind are run the game at your native monitor resolution and turn off Hairworks, or tone the settings down -- it's a wicked FPS killer.
None of the settings work. Game didn't do it when I first bought it and I played it on a weak video card. Shouldn't be happening at 120+fps.. Even turning the game to the absolute minimum settings doesn't help.

From what I can figure out, they broke the game with a patch last year.

It's not the game. It runs just fine, no stuttering, on my GTX770, so yours should be eating it up. I don't know your system, but it sounds to me like something is amiss.
I've loaded up every other game I have, and loaded up The Witcher and The Witcher 2, and they work great, smooth, no problems.


One thing I noticed the hitching in The Witcher 3 is present from the title screen, it even does it during the video sequences.
