I don't find it hard at all. Once you have decent cards and your head around how to use them, it's not really difficult. The passing system doesn't need revision as others have suggested; they simply just don't know how to adapt to it properly. Passing can be a very strategic move for instance; I like to pass the first round a lot of the time after using my spy cards. The enemy will think I'm going to try and beat him when all I do is pass and he's wasted some strong cards in the process.
If you have good weather cards you can also trick the enemy by adding units in the affected row, letting the enemy pass because he thinks he's beat you, then slap a clear weather card down and bam your 1's turn into something much more.
To summarise what could be a very large rant; find the strategies and don't just add cards to your deck for the sake of adding cards otherwise you're unnecessarily bloating your deck (I use 22 units, 1 of each weather effect, 3 horns, 2 decoys at the moment); realise that sometimes you will lose because you lucked out with a poor hand; consider taking a dive to give the enemy a round to remove their strong cards so you can counterattack.
So far I have beaten the Novigrad Uniques, and have only 1 unique left in Velen because I haven't been there yet. Just about every other shopkeeper, blacksmith and innkeep are beaten in the area too.
