when i beat a lvl 32 beast @ lvl 25 (and inb4 the ive beaten a higher lvl, its not about that) i dont expect to find lvl 17 loot, honestly wtf is that all about? anyway loving, absolutely loving the game but that one thing is annoying tbh.
This and many other things I attribute to it being their first "open world" rpg. I can't imagine the amount of time it would take hand placing to perfection every single item, so I think of the items as care packages (a box containing useful components once dismantled). It's also slightly more interesting to find *any* item over some coin.

I'm pretty sure they rationalized at some point...

"Guys, we literally have no idea what direction the player is going to approach this or that from, so we need to have loot everywhere"

"Everywhere is pretty big! How do we do that?"

"We'll design a system that tries to put appropriate level gear in chests, but prob won't be perfect. It'll save us a ton of time though, so we can focus on other stuff."

That's how I imagine it in my head anyway lol

I got them from my therapist haha (its the generic name and gives me enough trouble as-is with a lot of spam blockers, oh well)

It's not hard to put relevant levelled loot in one location. It's probably pretty damn hard to do it throughout the entire game.

There's multiple difficulties, multiple skills to choose from. There are many builds at 15-17 that would just melt that level 32 creature. They do not know from which direction a player will encounter this or that, or how prepared they will be for it. It's a balance, a guess. Most players will be capable of exploring most, if not all of the map before reaching level 20 if they want to, and without too much trouble. All the master crafted witcher armor and weapons only require level 31 to equip. It wouldn't matter if the monster had lvl 32 gear or not, its all junk if you stick with witcher gear.

I tried to fight every single thing I encountered, regardless of level. I never decided to walk away and come back later without at least one attempt.

I'm pretty sure when you get a loot like that, it's because there's a recipe of some sort in the cache as well.
The recipe probably weighs in for a lot in the loot tables.;-)
