It looks like the colors displayed by your GPU are heavily under-saturated. That means, only the colors near the edges of the light spectrum are used (white and black ,as well as the in-between shades). I suggest the following for your case;
1. Uninstall any mods you are using, one by one, giving priority to color related ones, until the issue goes away.
Delete any "settings/preferences" files in your ["User"->"Your PC name"->"Documents"->"My Games"->"Witcher 3..."] (or a similar path, I don't remember it exactly) folder and subfolders, and let them be recreated, the next time you launch the game.
Also try reinstalling the game.
2. Check the saturation settings, in your GPU software. Search if there is a profile created for the game, by the GPU software and whether there is a saturation setting that specifically applies to it (the game profile).
3. Check if your GPU is properly connected to the PCI-E slot of your motherboard and whether that slot is clean (remove any dust with a soft brush or by using a compressed air can, for cleaning PCs). Revert any over-clocking and make sure that the GPU is supplied adequate power by your PSU (check the specifications of the mentioned harware).
4. Reinstall your GPU driver software (clean-reinstall). I suggest using the "DDU" freeware for that.
