Correct, the game requires DirectX 11 mandatory, which means you need video hardware that supports DirectX 11 however the Radeon 4200 only supports DirectX 10.1 so it is unable to handle this game. The only workaround possible is to buy or borrow a new computer unfortunately because yours does not meet the minimum system requirements and there's no other workaround possible than to upgrade to meet at least the minimum requirements published on the game page.

Sorry there isn't better news.
Next time one of your friends comes round who knows a little about PC's, ask them to write your PC specs down in the same format as games list minimum/recommended specifications. That way, you shouldn't be caught out again in the future. Just make sure they actually know what they're talking about! There are quite a few people out there that talk the talk, but don't walk the walk... ;D In other words, some people say they know more than they actually do.

Where are you getting the 'I have DirectX 11' from?

If it's from DXDiag, then yes, this is partly correct since you will have software support, but you need hardware support, which by the sounds of it, you haven't.

Make and model of graphics card, please and we'll tell you if you have DirectX 11 or not.

Many games support D3d11, but that's much different from games that require it. The games that support D3d11 also support D3d9, as a rule...but when a game requires a specific D3d version that means that it won't run in the absence of that version of the D3d API. The minimum requirement for the game is D3d11 hardware support. Strongly advise you to upgrade your computing game platform if you think games are something you'd like to do in the future...D3d12 is right around the corner...

Too, 64-bit games are fast becoming the norm, because developers increasingly want to do more than the limits of 32-bit hardware will allow them to do. That evidently is not your problem, but I mention it just to illustrate that things are changing rapidly after a long period of D3d9 & 32-bit OS game support & development.

Having Direct X 11 the software from Microsoft installed on your computer, and having a video card capable of providing hardware accelerated Direct X 11 graphics are different things. Games don't just require Direct X 11 software to be installed, rather they require a video card that has Direct X 11 support in its drivers.

As far as I'm aware anyone can install Direct X 11 on any computer regardless of whether their video card supports Direct X 11, but games that require Direct X 11 wont work without a GPU that directly supports it.

Game was working fine on Windows 8 but my patience with 8 for other issues ran out so re-installed Windows 7. Everything else much easier again but Witcher 3 now not working and I get the "GPU does not meet..." message. Any suggestions? Upgrade to Windows 10?

Did you do a full reinstall of the game after installing Windows 7 or are you trying to launch already installed version? If you're using Galaxy for the game, you might try clicking the game -> click the 'More' button on the right -> click 'manage' -> click the verify button.

If you have installed the game via Steam client, right click the game, click 'properties', click the 'local files' tab and there, click 'Verify integrity of game cache'

If you have installed the game manually from files downloaded via GOG website, I'm afraid your only option is to install the game again. (that is, if you have not already reinstalled it after installing Win7)

Hickory: Because Steam and Galaxy perform exactly the same tasks, except one is DRM and one is DRM-free. Having two clients trying to manage the same game is simply idiocy.
The Witcher 3 I think is DRM free on steam also. The Steam client is not DRM, CEG is which is not mandatory and not every game on Steam uses it.

You should probably try to update your drivers if they are not uptodate.

That's not how DRM on Steam works. List of DRM-free games on Steam. Oh, and just because you have a game installed in Steam's game folder does not mean that game is in any way managed by Steam. I should probably make a theme song for this...

Why the anger? The other guy(s) is/are quite right and I am also sick and tired of guys like you going around like "HURR DURR STEAM IS DRM, GABEN IS DEVIL!!!"

Simply put Steam is not DRM. Steamworks CEG IS DRM, but that is an entirely different thing.
