Make sure that you've placed the game and all of the .exe applications for Galaxy onto the whitelist for all of your PC security, not just the firewall... which, frankly, shouldn't affect your game at all, given the fact that it's a single-player game and a firewall is more of a protection against network-based attacks.
If that doesn't work, you could always try uninstalling it from Galaxy and then reinstalling it via the offline installers, which you can find by accessing the "Games" section in the drop-down menu that you get when mousing over your name in the top menu bar on this site. They'll be in multiple pieces, you'll need all of them (except for the patch at the bottom of the list). If you do this, make sure you run it in administrator mode and whitelist it on your antivirus.
Also, it might help to list your PC's specs. There's a possibility your PC might not meet the system requirements or some incompatibility might exist somewhere.
