It improved a tiny bit when I put the game in fullscreen as opposed to borderless windowed, but the issue is still there.

Same here. I changed the visuals.ini to 60fps and set MovieUbersampling to false, but didn´t get any better. This is breaking tha game for me as I can´t enjoy the dialogues!

Altough my machine is a little behind, the game is smooth as I can have it and the only problem is the out of sync cutscenes.

My machine handles it just fine. That's what makes me scratch my head, since it really is ONLY the in-engine cutscenes that lag. It's so jarring. Thankfully, there's plenty of side-quests and exploring to do in the first area, so I've avoided actually hunting the griffin. Side quests don't have a lot of cutscene-dialogue to them, so I can enjoy the other parts of the game. Kinda hope to get this sorted soon, though, since I'll eventually be done with side-junk...
Any work for this? the gap between voice and lips has a variation, depending on the dialoge. 1.03 did nothing for me.
I had this issue until yesterday and I was damn sure that it's because of my bad fps.
But after today's patch, it *seems* (only seems for now) to be solved.

Nope, still a problem for me. The patch actually made it a bit worse. Now there's damn near a ten second delay. I've updated drivers, turned down the max fps from 60 to 30... I'm stumped.

The patch also now makes enemies pop in, which is... really annoying, but that's a different issue.
I will say that I tried turning off MovieUbersampling in the .ini files and that also didn't work. Ugh.

I guess I'm just going to have to deal with it.
lost so many hours reading posts about it that for now, I'll just wait the eventual enhanced edition...

Disable the hair thingy on graphic settings. Especially if u have AMD

Already did. I usually disable anything that's NVidia-optimized/specific. I know that sort of stuff doesn't play well with AMD crap.
So I managed to mostly fix the issue. It's definitely a framerate thing. Something was tanking my framerate to 9. Guess I overestimate the new card in my machine and it's ability to handle W3 even on low. Overclocked it to where my fps was at least 15-20. That seems to be where dialogue starts to sync up again.
I'm also having this issue, yet my dialogue sequences are running at around 45-60 FPS, the dialogue audio is behind the lip animations by about 100-300ms at times.

Basically, windows uses an internal clock that assists with timing events such as syncing audio and video. If it is out of whack for whatever reason, this desync in lips and voices can happen.

You can disable this clock and change it to your platform clock by opening command prompt as an administrator (search "cmd" on the windows start menu, right click cmd and click "run as administrator") and then pasting in this line:

bcdedit /set useplatformclock true

Then just restart your PC.

This is 100% safe and if for whatever reason you need to change it back to the windows clock, just change "true" to "false".

Hope this helps someone.
