I cannot seem to begin this contract the Phantom of Eldberg or find it on the notice board no matter how many times i look, how do i begin this quest and is something required to begin it and why is it not showing on the notice board?
Does anyone know how to solve this problem?

Talk to Jorund inside the inn. He gives you the quest.

That may be, but I've triggered and completed every other quest up to Skellige.

Go to the notice board in Arinbjorn, then talk to the quest giver?

it's just my guess... but maybe if you finished earlier "King's Gambit" this quest can't be started
