GTX 760 here!
Always revert back to Borderless Windows.
All other settings ok, i can change them, save them, no problem.

I got no Geforce experience installed, nothing!
One thing, i deleted the galaxy.dll in order to start the game (otherwise it would crash!)

Any idea?

Exit the game first. Go to //Documents\The Witcher 3 and open the user.settings file. Search for FullScreenMode, should be 1 for you, change it to 2, save. Try running the game now.

Maybe if you have problems with Galaxy (no surprise), you will try re-installing the game to different folder not connected to Galaxy.

When you do this, and exit the game again, can you check if the variable has changed back to 1 or not?
Ok, solved!
Here how i did it:

Reinstalled galaxy and the update 1.1. But this time, i did not delete the galaxy.dll!
Now i can select fullscreen with no issue and good performance!
I hope it helps!
