The version number in my Collection (see Screenshot) still shows v1.31.
Have these files already been updated?

The version hasn't changed, they've just replaced the bugged installers. Latest is still 1.31.

I've downloaded a "complete set" of all 1.31 files last weekend -- with B&W-no-voice bug inside (german version).

What files do I need to download again?
The exe files only, or the data files, too?
What exe file? All exes, or just the one from Blood and Wine?

Today, I downloaded the exe file for the B&W add-on several times, but the installation keeps throwing an error: "Source file is damaged" (screenshot attached).

You need to download the .bin files again, as well as the .exe files. They are one installer in chunks, that's why you're getting the error.

Downloading the new Blood&Wine DLC installer did fix my problem.
But i am playing the english version.
Anyway I would try B&W first.

Right, so 4 days ago i downloaded the new installers, but then there was a problem with them, something about speech language etc, and devs have since fixed them, so do i now need to redownload all 8 files for withcher 3 and all the other dlc files, or what do i actually have to download ?

Does this bug also affects GOTY? I'm considering buying the GOTY, but I want to know should I immediatelly download it, or wait for GoG to rebuild the installer...

I install all the files. There wasn' t an old installation (no folder for Witcher 3 and no savegame folder) on my system.
After the install i copy my savegames back (without the gamesetting files) and start the game.
I configure the game and load a savegame from Blood an Wine.

The GOG.com solution did have no effects to my german Wichter 3.
The german voices are still missing in the game!

What is going wrong with the game?

Edit:
