It appears to be the intendant of the Bloody Baron or one of the merchants at Crow's Perch.

The Bloody Baron's quartermaster sells the Nilfgaardian Armor Set and the Nilfgaardian Crossbow, the Elven Crossbow is sold in Novigrad, and the Skellige Crossbow is sold in Skellige. I can't remember the exact merchants who sell the Elven and Skellige crossbows.

I only know where the Nilfgaardian stuff is from because I watched the GameSpot video showing where they were. Looking it up, the Skellige Crossbow is bought from the Blacksmith in Kaer Trolde and the Elven Crossbow is bought from the Fancy Shop Owner in Novigrad.
