Just to make it a bit more clear, here's an example.
Let us suppose that the game installation contains a file that has the value 99.999.999.999 inside of it, and nothing more.
Let us say that patch 1.0.7 modifies that file so that it contains 100.000.000.000 inside of it.
Galaxy and Steam would simply delete that file from you installation folder and replace it with the new version.
GoG manual installer would look for the file, open it and add 1 so that the value goes from 99.999.999.999 to 100.000.000.000 without replacing the whole file.
Patching doesn't work like that, you can't just replace something that is already compressed and compiled without decompressing or decompiling the file(s), which will take MUCH longer than you would think when it comes to games, especially big, open world games.
It makes more sense to assume Steam and Galaxy Client are downloading an uncompressed version of the patch, whereas GOG.com setup file is contain an compressed version of the patch.
