According to this, the Geo-IP thing went up right after that was written ("We will be implementing this system immediately"), so it's currently up now.
To answer your question, location is the only thing that factors into whether one gets the censored version or not. Australia and New Zealand get the censored version, everyone else gets the uncensored version. Now that Geo-IP is back up, your physical location when you purchase the game is the determining factor (though I'm not sure whether or not a proxy could circumvent that).
Also, sometimes the files that make a version uncensored inexplicably get deleted by the patches, but that's rare and they're easily restored. Putting those files into a censored game also serves to "uncensor" it, just as a side note.
