Freewind: you don't need to fraps. I have tried all possible permutations I come up with.
Stennis is the killer. If you don't incriminate him, let the peasants kill him, he become a let-loose criminal. You failed to find the true killers. Period.
If you kill him without really investigate Thorak - do earlier side quests to know him, you just coincidently kill the criminal. So you fail as a true detective. Period.

Freewind: he serve his time in jail and later become king? I don't get it. Maybe I do need a fraps for sure.
I know that Geralt may choose to give him a fair trial which means he will be arrested and stay in prison for sometimes.
Yet, if you don't incriminate him - or let the peasans kill him, he will not be persecute and eventually become king.
He is the killer.
What every happens later doesn't matter. You got to do some side quest prior to this main quest to reveal the real truth. Otherwise, you will fail the quest even if you decide to incriminate him.
did you see the cutscene with the stained glass and the coronation? the one that mentions that saskia finds him guilty and jails him?
