I think that shirts are for customers with CE and from specific shop, but I can be mistaken.

shirts are for polish Collectors edition owners, who had problems activating the game a day earlier, as they were suppose to be able to do

"CD Projekt jointly with the Store Gram.pl announced that they have already launched a special page with gifts for the owners of The Witcher Collector's Edition 2: Assassins of the Kings, who were not able to activate the game in a given period."

I think it was a good decision to hold off on the free dlc codes, since some people are having problems with troll trouble and vendor dlc. Would have created even more trouble for them if they released them now, with the dlc servers down in wait of the patch. Hopefully everything will go more smoothly once the patch hit.

BTW: magical_suit.exe is a standard DLC, already release to the public and easily downloaded here:
