I think the document is more or less editable by anyone (but only the owner can delete it). But you would need a Google account to create a new document.

I'm not a translator, but there are 7 chapters. Chapter 2 is incomplete, and I haven't seen Chapter 4 yet. I'm not exactly sure what the status is.
