I'm not sure if it's a glitch or something on my end or even intended or just left out when they made the game but some texture are ridiculously low quality and I've the highest texture quality (I think it's 2048 normal resolution and 4048 atlas, no downscale and combined with Better Texture Environment with the latest patch 3.2).

I'm going to attach a few screenshots and let you people decide what I should do. Also, I will upload my graphics settings in case I should change anything. I run the tweaker mod so I can be more precise.

The skin on Geralt, the terrain on the battlefield, some parts on the clothes on Foltest and the bricks in that house I entered.

I think I may have done something wrong with the texture mod and/or usage of the tweaker but since I've tried different settings it seems to take effect but the textures..it's something up.

Did you try removing all mods? Sometimes their very presence screws the whole thing up; there are various incompatibilities, not only in the sense that certain versions of the mods don't work with certain versions of the game but also that some mods simply don't play well together. Step one would be to remove everything so that it's just the base game and try again.

Texture issues often prove to be a mod problem, for what it's worth.

I only have two, CEO and BET. I did stop to use both to see if there was any difference but it's still there. I will do some more testing tomorrow. About versions, on Nexus I got the answer that 3.2 all changed was a different UI therefor CEO wouldn't break anything (and it was stated to fully support 3.1). BET is apparently updated to work with the enhanced edition and might have had something after 3.1 or 3.2 but considering I still have those issues without the mod(s) I think it's more about setting and perhaps my computer or just the game.
3.2 basically incorporated the Panel Tweaks mod (the person who made it got hired), so if there's any incompatibility between the two, that could be causing a problem. You tried removing all mods at the same time, though? If so, then it's probably something else. You should remove the mods until you've discovered the source of the problem, just to be entirely sure that they're not a factor (never know).

First I'd look in the User.ini file and check to make sure all of the downsampling options are set to 0; I know you say they're off, but it's probably best to check the .ini directly. I think there's AtlasTextureDownscale, DetailTextureDownscale, and TextureDownscale.

Do you have an ATI card? Sometimes going into CCC and changing the mipmap detail level to "quality" helps with blurry textures.

If neither of those things work, it may be best to just reinstall and see if you suffer the same problem on a fresh install (and if not, add the mods one-by-one until you find the one causing the problem).

I tried both one and one then both mods. I also checked right before I installed the game and blurry/low resolution texture was still there.

I've checked both users.ini, they're all 0 and texture quality is the same as in Ultra pre-set.

I run an Nvidia card so I don't know about anything like that. Only thing that usually helps but I always use is 16xAF.
Graphic card overclocks can sometimes cause issues, though that usually manifests as textures disappearing. If your card isn't overclocked, it's worth mentioning that random problems that don't have obvious explanations can sometimes be fixed just by updating or rolling back a driver.

I don't know anything about Nvidia, though, so I can't really help much beyond that. You might post in the Tech Support section of the official Witcher forums, because there are a number of people far more tech savvy than I around there.
