If you're such a big fan of Shani, how come you keep spelling her name wrong?
Anyway, I think CDPR realized themselves what an unnecessary character Shani was, already in TW1, and decided to discontinue this utterly misplaced romance. She would work fine as a side character, but as a romantic interest, she just felt out of place, and that she was pretty much forced into the story for no other reason than to give the player a 'choice' between two different love interests. Her role in TW1 was poorly designed in general, and she ended up mostly getting on your nerves.
Now, my criticism of the character aside, having to pay for DLC that adds an non-player character into the game, would be one of the stingiest and most awful things a game company could ever do. The only reason EA and Bioware can charge money for extra characters, is because they are full-fledged party members, and not just an extra character on that side with whom you may converse or possibly gain a quest from. CDPR is not that kind of company, and I don't see any reason to bring back a character that was ultimately broken and awkward from the start.
