I got the arrows keys to work. Edited the user.ini file but the up and down arrows didnt work then i noticed that there were lines that already had up and down in them. Erased these
IK_Down=(GameKey="GI_Down",Value=1)
IK_Up=(GameKey="GI_Up",Value=1)
and it worked.
I have never been a fan of the WASD setup and always rebind to arrow keys. This is a very bizarre overlook for a PC made game. Please, patch this as soon as possible.

To expect a PC developer to allow rebinding of the movement keys to whatever the player sees fit through a GUI in this day and age is hardly being a "pampered poodle". Go back under your bridge.

There are gamers with severe disabilities that play PC games, and rely on fully rebindable controls to get games playable for them. Do you want to deny them the ability to play this otherwise excellent game?

Look at the example of the disabled gamer called Gareth who got EA to patch Dead Space 2 to support full rebinding of mouse buttons.

Wow, talk about a vocal minority of a vocal minority. WASD has been the standard for over a decade. I can't imagine how awkward it would be using the arrow keys and moving your whole hand to access your inventory, journal, character sheet, or menu. Plus you'd have to move your keyboard all the way left just for your hands not to be cramped.
I changed the lines in user.ini file not DIMapping.ini .Dont know if it works in DIMapping.ini. Here is my entire user.ini file. To get a user.ini you have to change some bindings in the launcher.

Using WASD is just as awkard for me as using the arrow keys is for you. I remap inventory, etc to home, del, and so on. I also use the numpad keys for certain actions.

Just cause it's default doesn't mean it's right. Getting keybinding to work is game development 101 IMO.
