It seems like I've tried every fix around the net but i can't seem to find something that fixes my specific problem, and it doesn't look like anyone else has dealt with it.

I launch the game and everything seems to work fine. The opening text has no problems but when I finally get into the game the graphics are cloudy and the textures aren't loaded from what I can see through the cloud. I have already tried reinstalling the game and also I've attempted to run it on a variety of different graphics settings.

Here are the specs of my HP dv7 laptop

Intel(R) Core(TM) i7-2720QM CPU @ 2.20GHz (8 CPUs), ~2.2GHz
8192MB RAM
734 GB
Video Card: Mobile Intel(R) HD Graphics

Pretty sure that this is your problem. Best guess is to update drivers and hope for the best.

whoops that isnt the card i am even using...i actually have a Radeon HD 6770M. this comp has 2 graphics cards one for gaming and one for browsing and stuff
it is his laptop, he just won't admit it :P

And you're sure it's set to use the 6770M and not the Intel ?
Turning antialiasing to "use application settings" in Catalyst Control Center should fix the problem.
