This is clearly someone going from the Assassin's Creed style of combat, and inferring that it SHOULD be the same in TW2, due to the similarities in perspective and swordplay.
But of course, those are two different games. The conventions that exist in AC do not in TW2. Dodging is not a "switch" you throw that makes you immune to combat. Attack chains do not automatically resolve as successes. Enemies do NOT attack you one at a time in order to give you a chance to survive overwhelming odds.
CDPR took a chance by doing a combat system that did not treat the player as a privileged actor. The enemy does not go easy on you, and what applies to the enemies applies to you as well. That means you get staggered, they can block, and sometimes they can resist. And if you let them surround you, they will NOT wait their turn to attack.
This is harsher, more realistic combat. And I love it.
