When I go into options under the launcher to change the input controls, there are no option buttons along the bottom of the screen. I'm updated to 2.1 and I should be registered, even though I'm not getting a verification email.

Those buttons are at the very bottom of the window. They may be pushed out the window. Yes, this specific window has this kind of problems.

why don't you play a little with your font sizes/types and with the dpi of the screen:
change dpi settings

I change my fonts back to normal and reset to Windows 7 default theme, but the buttons still aren't showing up.

I don't know how to fix the configurator.exe, you should ask for help at TW2 support forum (the one that CDProjekt runs).

Mean while, I you still want to remap the keyboard, you may try to manually edit the user.ini file:
